Businessman and former member of the Haryana Legislative Assembly, Gopal Kanda’s Golden Globe Hotels Private Limited (GGHPL) has signed an agreement with fellow state politician Subhash Chandra’s Essel Group to take over Casino Maharaja (MV San Domino vessel) on lease for a year to start casino operations in Goa.

GGHPL’s license to operate offshore casinos had long expired and was finally renewed after the company shelled out ₹46 crores in fines in October 2016.

GGHPL was planning to start the sixth offshore casino operations in the coastal state on their MV Lucky Seven vessel but things went downhill for the company after the vessel got stuck at a sandbar in Miramar beach and had to go for repairs, thereby delaying the process.

To expedite its casino operations in Goa, GGHPL struck a deal with Essel for leasing out MV San Domino vessel. The vessel is anchored on River Mandovi for the last eight years (since February 2009) without a casino license and has four decks out of which three are dedicated to casinos.

GGHPL recently filed an application seeking direction to Captain of Ports (CoP) to allot a jetty to MV San Domino instead of MV Lucky Seven. Counsel for GGHPL, senior advocate Surendra Dessai told the court that repair work on MV Lucky Seven will consume more time and in the interim period, GGHPL has leased out MV San Domino.

Advocate general Dattaprasad Lawande told Justice N M Jamdar yesterday that orders for issuing a jetty would be done within a week.

During the hearing, James Braganza of CoP submitted an affidavit stating, “the petitioner has applied for allotment of jetty, which will be given to the petitioner”.

To ensure compliance, court has posted the next hearing on the application for January 9, 2018.

Speaking about the new development, one of the directors of MV Lucky Seven told Times of India, “Our plan is to start operations in the new year, sometime in mid-January 2018, probably after we complete the interiors. We have hired MV San Domino for one year. The vessel already has operating licenses and sea worthiness certificate. All that is left is to refurnish the interiors. Otherwise the vessel is ready for operations. We already have the staff and casino equipment. We will use the license for this vessel till MV Lucky Seven is repaired.”
